The UN Counter-Terrorism Committee and Human Rights

Joanne Mariner is the Terrorism and Counterterrorism Program Director at Human Rights Watch.  Ms. Mariner recently participated in the Stanley Foundation’s 42nd Conference on the United Nations of the Next Decade looking at “Implementation of the UN Global Counterterrorism Strategy.”  A conference report is available online.

In the wake of the September 11 terrorist attacks, the United Nations Security Council took rapid steps to press member states to address the serious threat of terrorism.  On September 28, the Security Council unanimously adopted Resolution 1373, which requires states to deny support to terrorists and terrorist groups, provide mutual assistance in prosecuting terrorism, take steps to prevent terrorism, and ensure that terrorist acts are established as serious criminal offenses in domestic laws and regulations, among other provisions.
